Localised font names in fonts.dir

Both the core protocol font requests and the XLFD use solely ISO-8859-1 
encoded strings for font names and use case-insensitive matching, making 
any other encoding unusable, even if you wanted to violate the protocol 
spec and try them.

Fontconfig recently incorporated this specific feature, automatically 
extracting all family, style and full names and marking which language/
territory each name is designed for.  So, if you can use client-side fonts 
through Xft, cairo or some other mechanism, your application will be able 
to use localized font names.
