Yes, I can. However, that doesn't mean everyone will follow.

Freenode itself. Infact, I saw several Tor users be banned personally. Ask 
lilo if you need more information.

Yes, he isn't interested in any other solution (such as letting channels 
themselves decide who is wanted or not).

A small botnet was bothering some of the larger channels. He says the ban is 
temporary, but he keeps re-enabling the ban when the botnet shows up.
