Yes, because some people use the regular pc keyboard while reading on
the braille device.

It is a bit tricky. The problem is that this "special keyboard event"
needs to be mapped to some tty character sequence, which needs be
defined in terminfo, etc. Pretty hairy.
The problem too is that this solution would require applications to
re-send their output whenever focus gets back to them. This is not how
usual tty applications work, so it won't be easy for programmers to use.
