Did we change PropertyNotify in the past ?

I have more experience using PropertyChangeMask with the 'SelectInput'
protocol request, but I'd be pretty much entirely shocked if it didn't
work identically when you passed it in the event_mask for the 
'CreateWindow' request as well.
