Locales for Indic languages

Why not do it in two steps:

- Update Add locale.dir, compose.dir and xc/programs/Xserver/XpConfig/Imakefile 
- Do the 5 steps Ienup mentioned in this thread

The first step enables (repeat: enables) us to use Pango/QT etc.  Of
course the second step is needed to get the full support (motif etc),
but IMHO, these two steps are not at all atomic.

We are trying to do the step 1 for Sinhala.  Hope to see it in CVS soon.
