Maybe in a later version. The Cygwin/X server does but requires threading 
for the rootless code and the clipboard integration.
The proposed port is based on MinGW which is a very lightweight compatiblity
library and may require additional work for making a rootless mode available.
But after all the Win32 port will use the same codebase as Cygwin/X and many
features will be available in both versions.
