Problems getting developer access to the xorg cvs

In general, you have to distinguish two levels of trust for developers:

 A) Can be trusted to follow directions and not do anything malicious

 B) Can be trusted to make good changes in the code

For GNOME, we typically handle the case where we are confident in A) but
not yet in B) and the person needs to do something in CVS that doesn't
require B), like, say, do work on a branch, by giving the developer
CVS access and telling them "please don't touch the main branch".
