I was asked to send information to all people with commit access about
proposed changes in the repository which were discussed on the
release-wranglers teleconference on Monday. When asked where that
discussion should occur, it was mentioned that xorg list was the right
place and that people with commit access to the xorg tree should be
subscribed, but then I discovered that a number of people with commit
access weren't subscribed.

The xorg list is to "Discuss issues related to the xorg tree", which seems
rather on-topic for xorg CVS management issues. I'm afraid I was confused
by the term "discuss" which I took to mean a message forum for management
and release issues, instead of a dumping ground for unassigned bug mail.

The list creation process does not automatically add the appropriate
entries into /etc/aliases. Without them, no mail will be delivered. The
set of needed aliases should have been output by the list creation
application.
