Thank you Keith, this seems exactly how it should work, is very sane and
matches conventional practice. 

Only one minor nit with respect to tinderbox, it should definitely build
HEAD as you suggest, but just prior to a release there should be a
tinderbox for the release and hopefully there is a mechanism whereby
builds only occur when a change goes into the tree. I'll check and see.
