[Xorg] Bugzilla initial owner for X.org bugs

I consider it rude for bugs to be "assigned" to a public mailing list; it
just floods the list with traffic that most people don't want to see.

I wouldn't mind having a list (or lists) that could play this role, and 
let people who really do want to monitor every bug going through the 
system subscribe to that.
