[Xorg] Debrix #include policy

Hi guys,
I've been doing battle royale with the monolithic tree for a while now,
and have been immensely frustated by the inconsistency of #includes. So,
for debrix, I *will* *not* *accept* patches that do not have
exported/whatever includes in #include <X11/foo.h> form. This goes for
all subdirectories as well - <X11/extensions/foo.h>, <X11/fonts/foo.h>,
whatever. There are a couple of these throughout the drivers; I'll fix
them up later on this week.
