DMX docs want sgmlfmt

I think this is wrong.

The doc-related defines used are:
BuildLinuxDocText
BuildLinuxDocHtml
BuildLinuxDocPS
BuildSpecsDocs
BuildHtmlManPages

Nothing else in the tree wants sgmlfmt with these defines. It seems that
some sort of generated docs may be missing.

Here's a log excerpt:

making all in programs/Xserver/hw/dmx/doc...
