Unfortunatly, more or less yes. The XFree86 3.x XF86_S3 server is a 
really complicated and obfuscated code maze. No one managed to port it 
as is to the new design.
No developper has enough motiviation to really work on the new s3 driver 
to add support to a wide range of legacy s3 boards.
This is why some Unix project still provide some the XFree86 3.3.6 
servers in addition to XFree86 4.x based ones to support those old cards.
