Because the tree is huge, supports a huge number of platforms, with a
very complicated build setup, and conversion of all that to autoconf
is a huge undertaking which is being done in the "modular" tree for a
future release, while we continue to use imake in the monolithic tree
while the autoconf conversion is still a work in progress.
