My suggestion in the original mail was to add

#ifdef XORG_COMPILATION

#endif

around the xtrans files and then make the build systems in both the 
monolithic
and the modular tree define that symbol. That way people would have to
deliberaty define XORG_COMPILATION to use xtrans.
