libX11 "plugins" / "common" directory location

Hi

I wonder, where we'll put the libX11 "plugins". Up to now (monolithic
build) these usually were installed to

  /usr/X11R6/lib/X11/locale/{lib,lib64}/common/

Obviously it doesn't make much sense to install these below
/usr/share/X11/locale - which is our new default location.

BTW, currently it looks like the plugins are not build and installed
at all.
