Some build issues with current CVS

Hi

I recognized some build issues with current CVS.

- lib
 * fontenc requires mkfontscale - which seems not to be autotooled yet
 * Xfont requires fontenc (see above)
- app
 * proxymnr requrires lbxproxy, which is not autotooled yet
 * twm needs man/Makefile.in (man/Makefile.am is missing)
 * xsetroot build fails, because X11/bitmaps/gray is not installed
- font
 * only util can be built at the moment since bdf2pcf seems not to be 
   autotooled yet
- xserver
 * xfont.pc still missing (see lib/Xfont above)

Apart from these issue all currently autotooled modules build fine for
me.
