In addition to writing a minimal test application, I ended up getting
sportive interest in getting to the bottom of this, and so I managed to
do.

Analysis and proposed driver fix in upstream bugzilla -

Please give it a spin. I'm waiting on any comments from generic EXA
(libexa module) code better knowing people and some testing from you
guys; after that I can push the proposed fix to fdo GIT myself if it's
good.
