The PCI configuration interface is managed by the OS. It uses 0xCF8-0xCFF
and also newer interfaces internally. If you scribble on those ports
directly as well they may clash and that can do really evilly bad 'where
did my data go' kind of things.
The emulation logic should dig the correct information out of the /proc
interface (or similar for other platforms). The full information is there
so it may be a bug in the logic for parsing that.
