Affects me too.
A workaround for this bug in KDE is to change the mouse settings randomly in
System Settings -> Input Devices -> Mouse. If I recall correctly, also changing
the cursor theme a few times in System Settings -> Workspace Appearance ->
Cursor Theme may help.
I think this used to be much more persistent than it is now, so I guess the
patch did help, but obviously it is still happening.
