Yes, the xf86-video-ati driver (also known as "video-radeon") is intended
for the X.ORG server.

If you wish to build it on Microsoft Windows, then you'll need to cross-compile it,
which is not a trivial task. Furthermore, the driver is of very little utility
on Microsoft Windows, because Windows has its own graphics driver which are incompatible
with the native UNIX X.Org's. So why do you need to build it on MS Windows?
