cat /sys/kernel/debug/dri/0/radeon_pm_info is reporting default clocks at
400/900 mhz.
Changing power profile to high (which is actually 725/1000 according to bios)
only increases the voltage, but clocks are still limited at 400/900.
Also, these values 400/900 match only UVD mode in the graphics card bios.
I suspect the driver uses incorrect bios readings, because the default "boot"
value is 725/1000 for my HD5850.
