Retested with xf86-video-ati 6.14, and vanilla 2.6.37 plus that patch. It did
not work as well as the 2.6.38-rc3 kernel did. IOW starting X as root, then
suspending display with DPMS did not allow me to unblank the screen.

So for whatever is helping as root in this case for 2.6.38-rc3, this patch is
not sufficient.
