Power Management Doesnt work with dual monitors

Hello,

I'm having a problem with my 6970 and the open source radeon drivers.

When I plug in two monitors into each of the cards DVI ports, the power management settings are no longer applied. The core clock stays at 880mhz and the memory clock also never moves from the default.

The fan is very loud so i'd like to work out a solution for this.
