Sorry for the delayed response.
It's possible I suppose there may be a setting hidden away somewhere - but then
I don't know what TV you have.
If you can't see the edge of your screen then you won't be able to see what I
mean - I filed a bug for it.

I can confirm, that turning on underscan with xrandr does not work for
interlaced modes, it does work for progressive modes.
