I can't reproduce your problem Phil. My setup is identicaly with yours:

Hardware: HD 5750
Kernel: 2.6.36 (gentoo)
xf86-video-ati: git master
xorg: git
libdrm: git
mesa: git

# xset dpms force off

puts all my 3 displays into standby immediatly.
