Active area shorter than physical screen

There are noticeable black/unilluminated bands at the top and bottom
of my physical screen.  Is this expected?  Is there anything I can do
about it?

xorg 6.9.0 (xserver-xorg-video-ati 1:6.9.0-1+lenny4).  Debian has
incorporated some fixes from recent git into this driver (details in
changelog.Debian).

Monitor: Samsung 245T (1920x1200)  It has no controls that permit
adjustment to the vertical size.

Xeon 64 bit chips

OS: Debian stable, with some later versions pulled in.  The kernel is
from more current releases and is linux-image-2.6.32-5-amd64.

I noticed them first after I rebooted and the screen started to
flicker (strobe might be a better term; it looked like a CRT with the
refresh rate too low).  I sent the monitor in for servicing; the
flickering is gone but the shrinkage remains.  It's possible it's been
there for awhile and I didn't notice it.  There have been some
upgrades to the kernel and other software, including X; likely some
would have taken effect only on reboot.

I also have the radeonhd driver on the system; I do not think I am
using it.

I have the same model of monitor on another system with an nvidia
card/proprietary driver, and the image fills the full screen.  Even
there, the on-screen display of the monitor provides no adjustments to
the dimensions.
