I hadn't, no.  When booting without the VGA display plugged in, the TV output
is enabled from boot and is in NTSC format.  Setting the 'tv standard' property
using xrandr does nothing at all; the display continues, it does not flicker
and the output format does not change.

The Xorg.0.log for this instance is attached below.
