power management/fan speed

hello. 

I have an ati card - radeon 4890, but default driver fan speed is too high. 
What are available options to control and monitor fan sped and power state?
Or at least is there any way to force one low power/fan sped mode, disabling
driver and hardware auto adjusting. 

I'm using debian testing without kms. Is it safe to turn on kms, and will it
help in may case?
