XvMC Support?

Cooper is working on adding g3dvl support to the r300 gallium driver.
That will eventually support XvMC on r3xx-r5xx hardware.  For
r1xx/r2xx hardware a conventional XvMC lib would need to be written
since there is not likely to be a gallium driver for those chips due
to their limited shader features.  For r6xx/r7xx, the information is
available, but either a gallium driver or a conventional XvMC lib
needs to be written.
