I tested the exact same setup with 2.6.32-rc3-git1 and the problem went away.
Evidence indicates KMS very bad in the 2.6.32-rc3-git3 kernel. Kernel changelog
does not appear to have any radeon fixes between that version and
sys-kernel/git-sources-2.6.32_rc4-r2, problem likely present in latest kernel.
Will buy latest and test if problem still there.
