No, this report is about a performance regression from XAA to EXA on some
setups, whereas XAA has never been supported for your card.

Does radeonhd use EXA as well, with the same set of acceleration primitives and
a similar amount of EXA offscreen memory?

Sounds like maybe you're suffering from EXA offscreen memory fragmentation.
This has been fixed in xserver Git, the fix will be in the 1.7 release.
