I did a few more testing, something that is confusing me (as usual) is that
lspci reports my card is a 01:05.0 VGA compatible controller: ATI Technologies
Inc RS482 [Radeon Xpress 200M], but a vbetool post command says:
rs485mc - test bios br#18675

so what gives? any ideas?
