Does setting the AGPMode option help?  Add the following to the device section
of your config:

Option "AGPMode" "x"
where x = 1 or 2 or 4 or 8.

Try and find what AGP mode works.  If none of the AGP modes help, try:
Option "BusType" "PCI"
