Whilst trying to test RepeatPad acceleration for bug 19712 yesterday, starting
up X results in blank screen on R200 with CRT connected to VGA-0. Logs between
6.10.0 and current git doesn't show many differences other than primary dac
being disabled. Bisecting points to "track encoder state"
025082160c53c01a44f4d681cc63bf26ac4561d5 as the first bad commit.

On a laptop with rv250 and LVDS it is working fine.
