Workaround discovered!

By logging in to my main machine over SSH, I discovered that the
following sequence of commands gets both monitors to display:

  xrandr --output VGA-0 --off
  xrandr --output HDMI-0 --off
  xrandr --output HDMI-0 --auto
  xrandr --output VGA-0 --auto
