Can you try with the latest code from xf86-video-ati git master?  I just
committed some new PLL code that might help.  You can easily build the macros
from source:
http://cgit.freedesktop.org/xorg/util/macros/

git clone git://anongit.freedesktop.org/xorg/util/macros
cd macros
./autogen.sh --prefix=/usr
make
sudo make install
