No, it does not help.
The integrated (primary) card initialize properly, and the second card
initialize with problem (every element on a screen was doubled, e.g. two mouse
pointers shifted from each other on a distance about 5 mm, every letter on a
screen has it's copy with the same distance and so on)

the restart of 1-st Xserver via Ctrl-Alt-backspace was ok
but the restart of 2-nd Xserver finished with total freeze of the operating
system.

I have no such issues, when i replace the second radeon with nvidia (driver nv)
and use radeonhd driver for integrated radeon videocard.
