Using the first config (modes_ok-sig11) but with color tiling off, X starts. I
get a black screen on my VGA connected TV, and a normal screen on my TFT
monitor.

There seems to be a signal from the VGA connector that the TV is able to sync
to, even if the picture is all black.

DISPLAY=:0.1 mplayer <video file> still gives no output on the TV screen.

(The "no screens" bug might not be related, so let's ignore that for now.)
