IGP PAL tv support

For those of you with IGP chips and PAL here's a potential patch.  Please test
and let me know if it works for you.  I had to guess at the restart stuff as
the dumps didn't cover the 0x8xx range where those registers are (specifically,
I'd like to see TV_HRESTART (0x838), TV_VRESTART (0x83C), and TV_HSTART
(0x818)).  However the patch may just work.
