Well, PAL is a fixed resolution.  The tv-encoder hw has a scaler that
scales the desktop image to the format of the tv.  In theory you can
use any size desktop with the scaler, however, only 800x600 has been
implemented at the moment.  The desktop image looks crappy because
it's scaled.
