whether or not you need Option "Monitor-VGA-0" "VGA-0" depends on your setup
and the identifier you choose for your monitor.  If the monitor's identifier
does not match the name of an output, the server will associate it with the
first output which may or may not be what you want.  It is in your case.  If
not, you need to the option to associate the monitor to the output.
