XPRESS chips probably require some additional or different things to enable
dynamicclocks.  However, since we have no documentation on the XPRESS chips,
it's hard to figure out exactly what is needed.  You best bet is to leave it
disabled until someone reverse engineers it or ati releases some documentation.
