Again, the above commit already is in 6.6.193, but otherwise sounds like a
plan.

Doing what? Can you verify that the Mesa r300 driver's r300SetTexOffset
function gets called, either by attaching gdb to the X server and setting a
breakpoint or by adding some debugging output to it?

You probably also want to make sure Option "AccelDFS" is enabled, but I don't
think that's critical.
