Ignore HotPlugDetect (HPD) config option in xf86-video-modesetting?

Hello xorg-devel,
I was looking for an equivalent configuration method for ignoring HPD as was done in SNA (freedesktop/xorg-xf86-video-intel)  using xorg.conf. 
However, it looks like this can achieved via a build option only in video-modesetting (freedesktop/xf86-video-modesetting ).  Is there a recommended method for disabling/ignoring HPD via config file only or some other method?
