We chatted about this issue on IRC this morning. The essential issue is
that on systems without KMS, the X server cannot touch the video card
when its VT is not active. That's independent of what rendering code is
running. I agree that this check probably shouldn't be in fb, but I'm
not sure where else we can stick it at this point?
