[PATCH 0/3 all repositories] autogen.sh: sync with server

Ok, done. Please check your favourite repositories to make sure I haven't
screwed things up. On top of those three I also pushed a couple of other
patches for NOCONFIGURE, etc. So most of the autogen.sh files should be in
sync now. I think the only difference is that not all repos call
autoreconf --force.

Exceptions:
* dri2proto - EACCES, somebody with permissions please cherry-pick
* pixman - EACCES, somebody with permissions please cherry-pick
* driver repos with last commit before 2014, because what's the point
* xkeyboard-config: I will sort that out with svu
* xcb: will notify the xcb list first
