[twm] Add option of drawing window title and click menu

Hi there.

After posting the patch, I have fixed a couple of bug in GitHub.
I forked from upstream git repository, and working on other branch.
At the same time, I'm already distributing tarball package in Github.

So as long as I'm willing to maintenance, I have no trouble even
through rejected.

But if you feel interest about this function, can you consider to
review the code?
