[PATCH lib/libXmu 2/2] Remove pointless X_NOT_POSIX

Both stdlib.h (only included for prototype of atoi()), and limits.h (only
included for PATH_MAX) are in C89, so putting this under X_NOT_POSIX seems
a little excessive.
