[xorg/util/cf] option -mminimal-toc on linkage

Hello.

I work with porting on ppc64el.
I hope you might help me with this.
The package sciplot is failing to build with the following error:

     ld -shared  -o libsciplot.so.1.36 SciPlot.o SciPlotUtil.o   -mminimal-toc 
      -lXm -lXmu -lXt -lSM -lICE -lXext -lX11 -lXt -lSM -lICE -lXext -lX11   -lm 
  -lm      -soname libsciplot.so.1 -lc
     ld: unrecognised emulation mode: minimal-toc

That option is coming from a xutils-dev, which installs some xorg-cf-files
within /usr/lib/X11/config.

It is a ppc specific option, but only applicable for compilation, not
linkage.

There is a bug report on Debian bugs tracking system and also a patch [1].

What would be the best approach in this case?
Should I report a bug on bugzilla and eventually send the patch?
